AUTHORITIES MUST INTERFERE QUICKLY FOR DECREASING the EFFECTS of the COLD WEATHER UPON THE POPULATION SAFETY

Bucharest, January 25th, 2010 - "On these cold days the authorities represented by the Government or by the Local Councils must immediately subsidize the overheads invoice of the citizens, even of those in the middle class, that is not sure anymore about the day of tomorrow", says Dan Ioan Popp, CEO Impact D&C S.A.

The economic crisis, the collapse of the IMMs activity and the inflation of services were cumulated elements that made that this winter, tens of thousands of families that moved into a new house during the latest years of economic increase of Romania have difficulties to pay the current invoices. From the same category are also over 800 of the 2,000 families that live in apartments and houses recently developed by Impact D&C S.A., as they reached to count debts to the payment of the utilities and to the overheads invoices. Some families have debts of over 16,000 RON.

This worsening of the buying power leads to the increase of the payment incidents, cumulated with the record decrease of temperatures, constitutes a great concern both for the other "well paying" members of local communities whose unsecurity feeling increases, and for the management of the company Impact D&C S.A. that has to face the inherent social tensions.

CEO Impact D&C S.A., Dan Ioan Popp states: "We have found that the difficult winter makes the bill to increase over the possibilities of some families that have credits, have businesses that go bad or lost their jobs. The invoice for snow removal, the invoice for heating, the invoice for public lighting, the invoice for water and sewage, the invoice for security and access control, are altogether lower than the invoice for electric energy. This is the main cause for which almost one third of the families are under the situation to be disconnected from the electric energy supply, their cumulated balance being of almost 10 billion of old lei. That is why, we have taken approaches for the diminishing of tariffs, obtaining among the lowest values on the market in the energy distribution matter. The situation is as much difficult as some of the owners have hard to imagine arrears for utilities, of over 100 - 150 de million of old lei, and decided to break the law by illegally connecting to the electric networks in the residential district they live in".

As the strict law enforcement would mean the immediate disconnection of hundreds of owners, and also the draft of criminal files, Impact D&C S.A. considers that the authorities must urgently subsidize the debtor families for the payment of their debts to the overheads invoices. "It is not normal that trade firms be transferred the charge of the social protection of citizens, that, without being helped, may have difficulties in benefitting of primary necessity services as water, heating and electric energy!".

Recently, the developer Impact D&C S.A. decided to liquidate any activity that is not profitable and shall take all the necessary measures on juridical, financial and technical plans to eliminate any loss source, observing the legal provisions and the activity specific normatives, granting at the same time attention to the adequate protection of the interests of its clients, as well.
