Smaller bills for the inhabitants of Impact Developer

- 16% decrease in the electric power supplied by Impact D&C S.A., meaning 25 RON on average bill
The inhabitants of the residential areas developed by Impact Developer & Contractor will pay, as from January 2010, 16% less for the electric power bills. The company's offer is the result of the renegotiation of the purchase tariff for electrical energy per kiloWatt, which is translated into a 25 RON saving each monthly average bill paid by the inhabitants who have concluded supply agreements with Impact D&C S.A. Company based on the decision of ANRE no 2321/04.11.2008. In other words, in case of an average home bought by installments for 30 years, the electric energy tariff reduction will sum 3% of the value of the apartment.
Now, out of the 2,000 dwellings developed by the company listed on the stock exchange, for 1,300 Impact D&C S.A. supplies electric energy, for the rest being Enel Energie.
"We are going through a period of economical contraction when orientation towards costs reduction is a priority. The prices for homes have decreased, and along with them the monthly installments have reduced due to the decrease in the interest charged by the banks. It is naturally now the time for the current expenses with house maintenance and operation to decrease. In this regard, the large developers with the power to negotiate before the service suppliers, including electric energy, and that are organized in the spirit of the current normatives corresponding to the public services can offer services at a lower price that the one of traditional suppliers like Enel, the hair of Renel", said Dan Ioan Popp, chairman of Impact D&C S.A. As a proof, the power installed by the developer in one of the first compounds in Pipera is now 2.5 mW, and the actually consumed one by the beneficiary is 1.6 mW, the positive difference representing a reserve for future investments. "Within Pipera area, an area with problems in electric energy supply until no long ago, we made a total investment of many millions of euro in energy distribution infrastructure, in parallel with sewage and gas networks. It was a pioneer work as from the year of 1996, when we introduced in Romania the concept of residential assembly" , says the chairman of the company.
Carmen Săndulescu, financial manager of Impact D&C S.A., explains the differences between the electric energy manufacturer, transporter, distributor and supplier: "Each household consumer may conclude supply contracts with the accredited suppliers, as well as with network owners that have a distribution tariff approved by ANRE. Energy suppliers deliver electric energy through transport networks belonging either to Transelectrica, or to distributors, including private ones. To the extent our company is concerned, the networks were erected along with each newly built neighborhood, as it should be. The final tariff each household consumer is paying, whether he leaves in a block built before 1989 or in a modern residential assembly, it is made up of the price/kW for distribution and the price/kW for supply. For example, in case of one of Impact D&C S.A. assemblies, during this year the final tariff of approximately 0.39 RON/kW is made up of the price per kW for supply plus 0.078 RON/kW for the distribution service, tariff regulated by ANRE decision no 2321/04.11.2008. Well, by successive renegotiations it will come to on 01.01.2010 to a total final tariff of 0.33 RON/kW that shall be paid by the inhabitants of the respective assembly, inhabitants that have concluded direct contracts with Impact D&C S.A, meaning less than in most of the neighborhoods in Bucharest!"
The stake of this subject is yet much higher than the reduction of bills at final consumers. The stake is in fact represented by the networks of distribution ready installed within Pipera area, networks that the suppliers have access to in exchange for a cost, paying to their owner a distribution tariff, as in case of any private investment.
"As we are talking about a strategic field, that of electric energy, and as the financial effort is considerable, we have decided to hand over these networks to the authorized operators, as we do in case of sewage systems to be further transferred to the Public Water and Sewage Service in Voluntari (SPAC)", explains Dan Ioan Popp the company strategy. "The legal void in the energetic field has created situations that today are only perpetuating an unpleasant situation both for the real estate developers, but especially for the beneficiary who expects a high life standard within the assembly he has chosen to live in. for example, we are fighting for lowest tariffs possible for the clients, while Enel is expecting to receive completely free of charge certain significant investments made on our expense. Meanwhile it lets the clients to argue with the developers for each eurocent, thinking that the third one wins".
